Canada Immigration LevelsPlan 2023 to 2025

Canada has always been a great place to start a new life, with ample opportunities across different sectors. Each year, this maple country invites thousands of immigrants through different immigration pathways on PR visas. Inviting immigrants on a large scale helps boost the economy and bridges the skill shortages.

In the post-pandemic era, skill shortages have become a primary issue to tackle with. As per the statistics, there are around 1 million vacancies in Canada across different sectors. Bringing immigrants, especially skilled workers, will help to grapple with the chronic workforce shortage. Therefore, the Canadian government is looking for immigrants who can contribute to the expansion of the economy.

In order to make the economy sustainable and robust, Canada has increased its immigration target for 2023 to 2025. Over these three years, Canada will cordially welcome approximately 1.5 million new immigrants through different immigration pathways. For inviting economic immigrants, Express Entry and Provincial Nominee Program will remain the primary source.

On 1 November 2022, the Canadian immigration minister, Mr. Sean Fraser, released the new Canada immigration levels plan 2023 to 2025. Over these years, 1.5 new immigrants will take entry to Canada through multiple immigration pathways. Relocating to Canada can open the door to success for you and your family.

Let’s have a look at the CanadaImmigration levels plan 2023 to 2025

As listed earlier, over these three years, Canada will give entry to 1.5 new immigrants through different programs. However, the highest entries will be taken via Express Entry and Provincial Nominee Program. These two are the major sources of inviting economic immigrants to Canada.

Over these three years, Provincial Nominee Program will dominate as the leading pathway of bringing economic immigrants to Canada. Yes, you heard it right; the highest number of entries will be taken by PNP from 2023 to 2025.

The core reason behind inviting the highest number of immigrants is the ageing population and low birth rate. These two are the significant reasons for inviting immigrants on a large scale. Inviting immigrants in big numbers will help to sustain the economy and workforce.

Immigration Class 2023 2024 2025
Economic 2,66,210 2,81,135 3,01,250
Family 1,06,500 11,4000 1,18,000
Refugee 76,305 76,115 72,750
Humanitarian 15,985 13,750 8,000
Total 4,65,000 4,85,000 5,00,000

As per the table mentioned above, PNP stands out as the major source of inviting the highest number of applicants to Canada. Increasing PNP allocation will help provinces and territories combat the workforce shortage easily. Candidates who immigrate to Canada through Express Entry usually prefer to settle in Ontario and British Columbia. Therefore, to spread the benefits of immigration across all the Canadian territories and provinces, the PNP target has been increased.

Express Entry and PNP targets will grow drastically from 2023 to 2025-
Express Entry and PNP are responsible for inviting the highest number of immigrants to Canada every year. These two pathways majorly emphasize bringing economic immigrants to Canada. In Express Entry, there are three economic immigration pathways, popular as FSWP, FSTP, and CEC. Conversely, every Canadian province and territory comes up with its own PNP with multiple streams and sub-streams.

The Express Entry target will increase over these three years as follows:

  • 82,880 in 2023
  • 109,020 in 2024
  • 114,000 in 2025

The PNP target will go up over these three years as follows:

  • 105,500 in 2023
  • 110,000 in 2024
  • 117,500 in 2025

Increased PNP admission
The Canadian government has always been focused on reuniting families through its PNP class. After economic class, family class sponsorship will stand out as the second largest immigration pathway for bringing permanent residents to Canada. Under this program, candidates are sponsored by their partner, spouse, family members, and children.

Over these years, Canada will cordially welcome some 80,000 candidates under the spouses, partners, and children program.

On the contrary, the targets will reach 28,500 in 2023, 34,000 in 2024, and 36,000 in 2025 under the Parents and Grandparents Program.

Refugee and Humanitarian class expect to fall
Refugees and humanitarian immigrants are also given priority under the Immigration Levels Plan. Canada has a long history of granting asylum to people with dangerous conditions in their native countries.

Canada presently has high humanitarian class objectives because of continuing attempts to fulfill many programs, such as accepting around 40,000 Afghan refugees.

The overall refugee class objective will be slightly more than 76,000 new arrivals in each of 2023 and 2024 before falling to 72,750 in 2025.

The humanitarian class objective is also dropping, from approximately 16,000 in 2023 to 8,000 in 2025.

Why does Canada needimmigrants in large numbers?

There are several evident reasons that make Canada invite immigrants on a large scale. Inviting immigrants on a large scale would help in solving multiple problems simultaneously. Therefore, the federal government in Canada has released a historic high immigration levels plan to grapple with underlying problems. Some of the major concerns that enable high immigration targets are:

Acute Workforce Shortage: In the post-pandemic era, the workforce shortage has become a major problem in front of the Canadian government. In order to ease skill shortages, the Canadian government is inviting skilled workers through different pathways. The Canadian government uses Express Entry and Provincial Nominee Program to bring economic immigrants to Canada. However, over these three years, PNP will overtake Express Entry for inviting the highest number of skilled workers to Canada. By the end of 2025, Canada will be given admission to 117,500 newcomers through PNP only.

Aging Population and a big retirement group: Canada has got one of the oldest populations in the world. By the end of 2023, approximately 9 million, or a quarter of Canada’s current population, will be touching retirement age. The elimination of 9 million people simultaneously will lead to a sudden shortage of workers across different sectors and industries.

1 million vacant positions: At the present time, there are approximately 1 million vacant positions throughout Canada. These jobs are lying across the different sectors of the economy. It means people immigrating to Canada in 2023 can easily secure jobs in any sector. Along with this, Canada added 150k new jobs across different sectors throughout Canada. Having vacant positions in Canada in such big numbers has become the driving reason for inviting skilled workers drastically worldwide.

Low birth rate: The Great White North has one of the slowest birth rates in the world. In Canada, the birth rate is 1.4 children per woman. The slow natural growth will become a significant reason for inviting immigrants to keep the economy moving and the population growing.

How can you immigrateto Canada in 2023 from India?

There are multiple pathways via which you can immigrate to Canada from India in 2023. However, picking up the right pathway that meets your requirement might be challenging. Therefore, to ease this process, you can hire an immigration consultant for your Canada immigration journey. An immigration consultant will assist you at every step to make your transition process and seamless experience. You have the following options to choose from to immigrate to Canada in 2023 from India-

Express Entry- Express Entry (EE) is one of the easiest pathways to immigrate to Canada from India and other countries. This system was established back in 2015 by the federal government to bring economic immigrants to Canada. Express Entry follows the Canada PR point system to bring potential skilled immigrants to Canada.

This system’s primary job role is to manage applications of three major economic programs. These three economic programs are FSWP, FSTP, and CEC. Candidates willing to settle down in Canada can apply through any pathway that falls under Express Entry. You must note that each immigration pathway comes up with different eligibility requirements. Therefore, before you start the procedure, check your eligibility through the program you are applying for a Canada PR visa.

Provincial Nominee Program- Provincial Nominee Program is also one of the easiest pathways to immigrate to Canada after Express Entry. PNP will be overtaking Express Entry as the central pathway to bring economic immigrants to Canada as per the Canada immigration levels plan 2023 to 2025.

Almost every Canadian province and territory has a provincial nominee program except Nunavut and Quebec. Each province and territory has multiple streams and sub-streams under its provincial nominee program. Each stream and sub-stream has a different set of eligibility requirements. For instance, some streams allow those holding a job offer letter from a Canadian employer for at least a year. On the other hand, some streams allow to immigrate to Canada without a job offer as well. Hence, you must manually check the eligibility criteria for the stream/sub-stream through which you are applying.

Family sponsorship program- This program also allows you to immigrate to Canada on a PR visa. In order to be qualified for this particular program, you must have a blood connection or a family member in Canada on a PR visa or with Canadian citizenship. Additionally, the sponsor should be older than 18 years with financial stability. The sponsor will have to submit a proof of funds report to justify that they can bear your cost of living and other expenses upon your landing in Canada.

Once you have got the PR through this medium, you are legally allowed to work, study and live anywhere across Canada. You must note that the application submitted through the family sponsorship program may take approximately 12 months to be processed.
