The IRCC is all Set to Conduct Category-based Express Entry Draws this Summer

In order to make the Express Entry system more responsive and economy-needs-oriented, the Canadian government introduced Bill C-19. This bill received royal assent from the Canadian parliament on June 23, 2022. This allows the IRCC to conduct the draws based on specific attributes that will fully fulfil the labour market requirements.

In the category-based Express Entry draws, candidates who can support economic needs will be highly preferred. For instance, if you hold work experience in any in-demand occupation, you would have a high chance of getting an ITA. In the category-based Express Entry draws, the CRS will not be the sole aspect in deciding the potential of the candidates.

You must note that category-based will only be conducted for candidates who qualify for any programs operational under Express Entry. There are three programs this system manages named FSWP, FSTP, and CEC. Each program brings different groups of skilled workers based on its eligibility criteria. Therefore, to be eligible for any of these programs, you will have to meet its eligibility criteria.

To be more precise, these skill-based draws will target candidates with work experience in specific occupations or who speak French. Conducting draws based on these attributes will help the Canadian government to meet the economic requirements and strengthen its bilingual concept.

The date has not been disclosed yet, but the IRCC will start carrying out the category-based EE draws this summer. In this draws, candidates meeting the below-listed factor would be highly desired. Candidates with French Proficiency: 

As you already know, Canada has two official languages, not one. The official languages of Great White North are English and French. However, over the last few years, only a minor proportion of French-speaking candidates preferred to settle outside Quebec. By bringing francophone and bilingual candidates, Canada can continue strengthening its bilingual concept. Along with this, this strategy will help to fill the labour shortages in occupations where French is mandatory.

Chronic Labor Shortages: 

Canada has been facing a skill shortage for a long time. However, these skill shortages have taken a toll in the post-pandemic era. In order to fulfill the labor shortages, Canada will start conducting draws based on economic requirements. In these draws, candidates who can help ease the workforce shortage will be highly preferred.

Below are the sectors with a severe workforce shortage: 

  • Healthcare,
  • Science, technology, engineering, and mathematics (STEM) professions
  • Trades, such as carpenters, plumbers, and contractors,
  • Transport agriculture and agri-food

Before introducing category-based Express Entry draws, CRS was the sole criterion for inviting candidates for ITAs. Candidates in the Express Entry (EE) pool with the highest CRS score used to get ITAs for the Canadian PR. The CRS score is allotted to you based on various factors, including age, work experience, language ability etc.

Along with carrying out category-based Express Entry draws, the IRCC will continue to conduct program-specific and all-program draws. This new strategy will help the Canadian government to achieve its immigration targets for 2023 to 2025.

The Canadian immigration minister, Mr. Sean Fraser, recently highlighted the workforce shortage problem across the country. He said that wherever I go, I hear about the workforce shortage. There is no industry or sector available across the country without a labor shortage. Therefore, in order to grapple with the workforce efficiently, the federal government announced conducting category-based EE draws. These draws will help to solve the skill shortages quickly and more efficiently. Solving skill shortages will promote economic expansion and growth.

In addition to the above, the IRCC will also be inviting francophone or bilingual candidates to promote its bilingual concept. This newly integrated strategy will work on several objectives simultaneously.

Before creating and executing a new category, the IRCC must consult with the public. The consultations involve taking feedback from the province and territorial governments and stakeholders and analyzing the labour market needs. This will help in creating categories that serve economic, social, and demographic requirements.

Every year, the IRCC is required to provide a report to Parliament outlining the categories selected during the preceding year and the criteria used to pick them. An attempt is being made to reduce cases of special interest organizations promoting their own category-based choices.
