On 24 May 2023, the IRCC carried out the thirteenth Express Entry draw. This was an all-program draw wherein candidates from all the programs meeting the minimum cut-off were invited. There are three programs that fall under the Express Entry named FSWP, FSTP, and CEC. In this draw, the IRCC sent ITAs to 4,800 candidates, standing in line with the minimum cut-off 488.
The last Express Entry draw came out as the first all-program draw after 26 April 2023. Candidates from FSWP, FSTP and CEC programs received the ITAs meeting the minimum cut-off. Candidates in the Express Entry pool with a CRS score equivalent to or higher than 488 received the ITAs, irrespective of the program they applied through.
The last draw that took place on 10 May 2023 was a program-specific draw. In this draw, candidates with PNP nominations were invited to apply. Candidates present in the Express Entry pool with a PNP nomination meeting the minimum cut-off of 889 got the ITAs. In this draw, having a PNP nomination was mandatory to get the ITAs.
Express Entry So Far in 2023
The IRCC has not yet developed a strict plan for Express Entry 2023 regarding the type of draws, frequency of draws, and the number of invited candidates in each draw. In 2023, the IRCC has conducted a total of 13 Express Entry draws so far. However, the majority of draws were all-program draws.
In January 2023, the IRCC followed the pre-pandemic pattern of carrying out Express Entry draws. Throughout the month, the draws occurred once every two weeks. And all draws were all-program draws. Conversely, in the second month of February, the IRCC came up with three program-specific draws. Out of three program-specific draws, one draw was for the FSWP program.
In March 2023, the IRCC established four draws. However. 3 draws were all program draws, whereas one was program-specific. Over the three all program draws, the IRCC sent invitations to 21,000 candidates in total. The IRCC sent 7,000 ITAs in each all-program draw, making it 21,000 over three draws. The number of ITAs issued during this particular month was the second-highest in Express Entry history.
In May 2023, the IRCC restarted its typical procedure of conducting draws. This month, the IRCC came out with two all-program draws. In each draw, the number of invited candidates and the CRS score were different.
This year, IRCC plans to conduct the draws based on specific attributes. Rather than sending ITAs based on the CRS score, the IRCC will emphasize candidates who can help in addressing the labor shortages. Candidates with work experience in sectors experiencing skill shortages will have a high chance of securing ITAs.

How Does Express Entry System Work?
Express Entry System was launched in 2015 to bring skilled workers to Canada. This program aims to manage and oversee the applications of three major economic programs. These three immigration programs are commonly known as FSWP, FSTP, and CEC. In order to be qualified for Express Entry, you need to be eligible for any of these programs. However, you must note that each immigration program supports different groups of skilled workers; for instance:
- If you wish to apply via a program known as FSWP, you must have at least 1 year of work experience within the last 10 years. Along with this, your occupation must be falling under any of these NOC TEER categories 0, 1, 2, or 3.
- On the contrary, if you wish to immigrate to Canada through the CEC program, you must be with at least 1 year of Canadian work experience within the last 3 years. And your occupation must be under NOC TEER 0, 1, 2, or 3.
- Lastly, you can opt for the FSTP program if you are a semi-skilled worker. This program allows individuals with 2 years of work experience in a skilled trade. Along with this requirement, you must have a job offer from a Canadian employer with a certificate of qualification.
Once you have qualified for any program, you will be added to the Express Entry pool with A CRS score. A CRS score plays a very important role in your Canada immigration journey. The higher the CRS, the higher the chances of getting an ITA. The CRS is assigned to you out of 1200 based on several factors, including age, work experience, language ability, etc.
Candidates who get the highest CRS score are invited to apply for the PR visa draws. The IRCC usually conducts the draw once every two weeks. However, the IRCC is not adhering to this typical pattern of conducting draws. The IRCC is following this unusual pattern because of high immigration targets. According to new immigration targets, the total number of entries will be 82,000 through Express Entry in 2023.
