Shortage Occupation List Set for Abolition After Migration Advisory Committee Recommendation

In industries where there is a significant scarcity of workers, one of the main avenues for firms to hire migrant workers should be eliminated, according to the Migration Advisory Committee (MAC), an independent advice body on migration in the United Kingdom. The Shortage Occupation List (SOL) was examined by the MAC, which raised concerns about the possibility of exploitation if low-wage workers were more easily recruited.                              

For some jobs listed on the SOL, companies can currently hire foreign labor at 80% of the regular “going rate.” Bricklayers and carers are examples of this type of profession. The general minimum salary criterion of £26,200 for a skilled worker visa can be circumvented by firms if they are on the SOL. As such, industries whose wages fall below this ceiling have profited greatly from being listed. 

The MAC’s suggestion is a result of worries that low-wage immigrants would have a negative budgetary impact on the UK and that many businesses might find the administrative load of the program to be unfeasible. To address the labor shortage in low-wage sectors, the committee feels that eliminating the SOL would be a better course of action.

In order to safeguard resident workers from wage undercutting and prevent the possible exploitation of migrant workers, the MAC recommended that no employer be permitted to pay less than the going rate. The Home Office has not, as yet, given a prompt reaction to the report.

The MAC suggested a new strategy going forward, one in which it may concentrate on certain industries or professions that are severely struggling in the labor market. Developing a more long-term solution to labor shortages would need looking at a number of factors, including salaries, investments in technology, and training.
