The IRCC unveiled its new immigration levels plan on 1 November 2022 for 2023 to 2025. As per the new immigration plan, approximately 1.5 million new immigrants will be admitted to Grear White North (Canada) through the wide range of immigration programs. Amongst all the immigration programs, Express Entry and Provincial Nominee Program stand out as the two major sources of bringing economic immigrants to Canada.
Express Entry was the sole route for bringing the highest economic immigrants to Canada until 2022. However, as per the new immigration levels plan, Provincial Nominee Program will stand out as the leading pathway to bring the highest economic immigrants to Canada. Therefore, the federal government has increased the PNP allocation from 2023 to 2025. It means Canadian PR aspirants have got multiple streamlined immigration pathways to obtain Canadian PR.
Since the pandemic, the workforce shortage has taken a toll in Canada. In order to grapple with it, Canada is inviting economic immigrants from across the world. The sector, which is highly affected due to workforce shortage, is healthcare. The demand for healthcare workers across Canada is at an all-time high. Almost every Canadian PNP is conducting draws, specifically for healthcare workers. It is hereby confirmed that Canadian PR aspirants with work experience in in-demand healthcare professions will have higher chances of getting nominated.
As per the most recent Human Capital Priorities Stream draw under Ontario Immigrant Nominee Program, Ontario issued NOIs to 2,349 candidates. In this draw, the province targeted 42 healthcare occupations, as listed below. Candidates with a CRS score between 427 and 482 received ITAs. Under OINP, Human Capital Priorities Stream stands out as the sole stream that invites the highest number of economic immigrants. Along with this, the points are constantly falling over the past Human Capital Priorities Stream’s draws.

Are you a Healthcare Worker and Willing to Relocate to Canada?
As listed earlier, Canada offers a wide range of immigration pathways to its PR aspirants. You can select the pathway with which you stand in line. However, if you are a healthcare worker, you have two options to choose from:
- Express Entry and Provincial Nominee Program
If you apply for a PR visa as a healthcare worker through Express Entry, you need to align with the cut-off to get the ITA. However, in 2023, the IRCC is going to conduct skill-based Express Entry draws. The IRCC will carry out skill-based draws to fulfil economic and demographic requirements. The core purpose of these draws is to fulfil the requirements of the sectors and industries with skill shortages. And amongst all the economic sectors, healthcare has the highest workforce shortage. Hence, in the skill-based Express Entry draws, you will have escalated chances of getting a nomination for the PR visa.
On the other hand, each Canadian province and territory comes with its PNP program with different streams and sub-streams. You can consider getting a nomination from a stream/sub-stream connected with the Express Entry. PR aspirants must note that each stream/sub-stream has got different eligibility criteria. Therefore, before you choose any stream, have a look at the stream/sub-stream eligibility criteria. Along with this, you should always consider applying through streams connected with the Express Entry, as the processing time is shorter. An example of such a stream is Human Capital Priorities stream under the Ontario immigrant nominee program. The points have also fallen to get the NOI from this particular stream. So, if you are a healthcare worker, get ready to fly to Canada on a PR visa.
